Board of Trustees

The Wilbarger General Hospital Board of Directors is a seven-member panel elected by Wilbarger County residents.

The volunteer board meets monthly to set policy and establish goals for Wilbarger General Hospital.

Robert Webb, Chairperson, Place 3 (2021-present)
• Funeral Director, Sullivan Funeral Home
Robert Webb was appointed to the board in May 2021. He currently serves as the Chairman of the Board. Robert has been a part of the Sullivan Funeral Home since February 1996. He has been instrumental in the expansion of services provided to the community and surrounding area. His professional background includes a graduate of Ranger College and the Dallas Institute of Mortuary Science. A strong supporter of the Vernon community he is a member of the Vernon Lions Club and past president and has served as president of the Vernon Chamber of Commerce, Business Development Board, Vernon Kiwanis Club and currently President of the Wilbarger Humane Society.

Jim Riggins, Vice Chairperson, Place 4 (2018-present)
• Rancher/Farmer
Jim Riggins was elected to the board in 2018. Since then he has served on different committees. He currently serves as the Vice Chair of the Board and chairs the Finance Committee. Jim is a lifelong Wilbarger County resident. A graduate of Tarleton State University, he takes pride of the years he taught school at Vernon High School and the Texas Youth Commission. Past CEO of United States Seed Company. Past member of the Palomino Club. Graduate of the Parks and Wildlife Game Waden Academy at Texas A&M. Jim is very dedicated to his land as a rancher. He is a proud father of two, Courtney and Aaron.

Pam Caldwell, Secretary, Place 6 (2007-present)
• Retired Pharmacist, Family Pharmacy
Pam Caldwell, was elected to the board in 2007 and is currently the Secretary of the Board. A Wilbarger resident of over 30 years, she is a retired pharmacist who does not hesitate to cover shifts when needed. Active member of the Kiwanis and the Wilbarger Church of Christ, former member of the Santa Rosa Belles. Married to Stephen Caldwell, enjoys her four children and 12 grandchildren.

• Marketing, Angels Care Home Health

Kathy Craighead, Place 5 (2021-present)
Kathy Craighead was elected to the board in 2021. Since then she has served in different committees, Building & Grounds Committee and WGH Foundation. Kathy is a lifetime resident of Wilbarger County.  She graduated from Texas Tech University with a Bachelor of Science in Education degree.  Kathy taught Kindergarten for one year and spent the next 29 teaching first grade.  She retired from McCord Elementary School in 2011 after 30 years of service in education.  She has been married to her high school sweetheart, Steve, for 41 years.  They have two sons that also reside in Vernon.  Oldest son Chase, is the Public Works Director for the City of Vernon and youngest son Caul (wife Taylor), works with his dad on the family farms.   Steve and Kathy have a precious grandson, John Crawford, and the cutest granddaughter, Mary Carlisle.  Kathy is currently serving as the Executive Director of the Vernon Chamber of Commerce, and as secretary for the Santa Rosa Roundup. She loves to travel (Europe is her favorite) and spend time with her family.

Gene White, Place 7 (2022-present)
• Farmer/Rancher
Gene White was elected to the board in May 2022. He is a member of the Building and Grounds Committee. Gene, a lifelong resident of Wilbarger County. Gene attended Vernon College while remaining in the family farming and ranching business. Gene is a partner with his brother, Michael White since 1993. Gene is married to Donna Riggins, between them they have 4 children. Heath Agnew, Austen White, Andrew White and Zack Agnew.  Gene and Donna have 7 grandchildren, Hadliegh Agnew, Finleigh Agnew, Hayes Agnew, Macy White, Willow White, Ellie Agnew and Winnie White. Gene is a strong supporter of the community and serves on the Boys and Girls Club board and Vernon Coop board. Gene and Donna spend most of their free time traveling to see their grandchildren.

Britt Ferguson, Place 1 (2023)
Britt Ferguson was elected to the board in May 2023. He graduated from Texas Tech University with a BS in Animal Science. He is a past president and currently on the Board of Directors for the Santa Rosa Palomino Club. Britt, a lifelong resident of Wilbarger County, married his wife Meridith in 2007 and together they farm and ranch.
